Fin Donnelly
Fraser Riverkeeper
Fin Donnelly, Iyim Yewyews (given Squamish name) has dedicated his life to protecting the Fraser Rivershed. In 1995, he completed his landmark Swim for Life down the entire Fraser River, raising national awareness for watershed protection. He returned in 2000 to swim the river a second time from headwaters to sea, further cementing his role as one of the Fraser’s most committed guardians. His lifelong efforts have been recognized with his induction into the Fraser River Hall of Fame.
Fin is the current Fraser Riverkeeper, continuing his decades-long mission to defend and restore the river’s health. Throughout his public service, he has been a tireless champion for habitat protection at all three levels of government, becoming British Columbia’s first—and only—Parliamentary Secretary for Watershed Protection. In this role he advanced critical work to safeguard rivers and salmon habitats across the province.
Naomi Devine
Campaign Manager
Naomi joined Fraser Riverkeeper in December 2024. Passionate about shaping bold, transformative strategies, Naomi works closely with communities and governments to implement policies that drive systemic change towards a climate-friendly future. With over 20 years of experience in sustainability and climate policy, Naomi has advised universities, local governments, and civil society organizations.
Justin Smith
Fraser Riverkeeper Coordinator
Justin joined Fraser Riverkeeper in November 2024. Justin previously worked for Fin Donnelly during his time as an MLA in British Columbia’s 42nd Parliament.
Jennifer Ruddy
Director of Operations
Jennifer Ruddy joined Fraser Riverkeeper in November 2024, bringing over 20 years of nonprofit leadership experience.
Stephanie Hooker
Torpy Consulting
Stephanie joined the team in August 2025, bringing with her a strong commitment to supporting rural and remote communities. She actively fosters a deeper understanding of how people are connected to the rivers and the lands that sustain them. The Torpy River, a tributary of the Fraser, is where she spent her childhood exploring nature and developing the values that shape her work today.
Henry Challen
Henry joined Fraser Riverkeeper in 2025 as a student intern. He is currently working towards his Masters in Environmental Studies/JD at Osgoode Hall Law School.

Jordan Point
Executive Director
Jordan Point is a strategic Indigenous executive with over 30 years of leadership with the Musqueam First Nation Council and 15 years in the federal public service. He served as Executive Director of the First Nations Fisheries Council of BC from 2010 to 2024, where he helped build strong, collaborative governance structures in complex natural resource environments.
A trusted bridge-builder across Indigenous and non-Indigenous perspectives, Jordan brings deep expertise in partnership development, governance and board leadership. He is a graduate of the Justice Institute of British Columbia Police Academy and has advanced training in negotiation and dispute resolution, including through Harvard Public Disputes Program. He now leads the Indigenous Stewardship Fund, advancing Indigenous-led environmental stewardship across BC.
Yasmin Passos
Senior Manager, ISF Operations
Yasmin Passos is a business professional with global experience across London, Chile, the United States and Canada. In Vancouver, she led youth programs at the Greater Vancouver Board of Trade, securing key sponsorships and supporting record program growth during the pandemic.
With experience in startups and building initiatives within leading Canadian charities, Yasmin is passionate about business development, community engagement, and innovation. At the Indigenous Stewardship Fund, she has scaled grant programs from pilot to record-breaking demand, strengthened partnerships, and streamlined operations through technology. She also leads brand and storytelling efforts, elevating Indigenous-led stewardship and fostering meaningful connections that drive lasting educational and environmental impact.
Karl Dhillon
Chief Financial Officer
Karl Dhillon is a Chartered Professional Accountant with over 30 years of experience, and a strategic executive focused on financial health and growth. He currently serves as CFO for multiple First Nations organizations, including the First Nations Fisheries Council of BC and the Indigenous Stewardship Fund.
With 20 years of experience working with First Nations, Karl has supported long-term strategies through strong financial leadership and business development. He previously served as CFO for Musqueam First Nation during the 2010 Vancouver Olympics and brings diverse experience across corporate sectors including finance, real estate and startups.
Becca Shen
ISF Programs & Operations Coordinator
Becca has a background in Environmental Science and research experience as a Research Associate at the University of Northern British Columbia. Her work has focused on environmental monitoring and applied solutions for water and ecosystem protection, contributing to collaborative initiatives funded by Natural Resources Canada (NRCan) and Fisheries and Oceans Canada (DFO).
At the Indigenous Stewardship Fund, Becca supports grant programs and initiatives that enable Indigenous-led projects protecting salmon, restoring habitats and strengthening community stewardship capacity, while helping connect this work to broader environmental targets.
